Vela Bay is sold under the standard Progressive Payment Scheme used for uncompleted private residential property in Singapore, tied to construction milestones rather than a single deferred lump sum. Booking takes 5% upon the Option to Purchase, with a further 15% due on signing the Sale and Purchase Agreement (within 8 weeks of the Option date). From there, payment follows the build: 10% on completion of foundation work, 10% on completion of the reinforced concrete framework, 5% on completion of partition walls, 5% on completion of roofing and ceiling work, 5% on completion of door and window frames, electrical wiring, internal plastering and plumbing, and 5% on completion of car park, roads and drains. The largest single tranche, 25%, falls due on the issuance of the Temporary Occupation Permit, with the final 15% due upon legal completion.
There is no Deferred Payment Scheme on offer here; DPS is not currently available for private, non-EC residential launches in Singapore. How much of each stage is funded by cash, CPF or bank loan depends on the buyer’s chosen loan quantum and is best worked out with a banker or the developer’s sales team. Vela Bay runs 18 stacks across two towers, and sixteen of the eighteen carry exactly one unit type from bottom to top. For those sixteen the stack number you choose fixes three things at once: your layout, your facing, and your floor area. Stacks 05 and 10 are the exceptions: they run the 5 Bedroom Private Lift and 4 Bedroom Private Lift respectively to Level 30, then change to Penthouse 1 and Penthouse 2 at Level 31. Thirteen of the 18 stacks look out towards the sea and five look inland over the surrounding landed estate, and the sea view itself only opens up from Level 11 upward. Two units with the same bedroom count and a near-identical price can therefore be very different products. A two-minute walk to Bayshore MRT, and a park connector to East Coast Park at the gate
Vela Bay occupies 1 and 3 Bayshore Walk, on the corner of Bayshore Road and Bayshore Drive, with the East Coast Parkway running along its southern boundary and East Coast Park immediately beyond that. Bayshore MRT station on the Thomson-East Coast Line sits at the northern edge of the site, reached through a dedicated side gate with an external covered linkway beyond it. This is the first private residential project in the Bayshore precinct, and it is being built into a 60-hectare masterplan that is only now beginning to take shape.

13 of the 18 stacks face the sea, but the sea view itself starts at Level 11
Vela Bay’s two towers are angled so that most of the floor plate looks south and east across the East Coast Parkway towards East Coast Park and the sea beyond. Thirteen of the 18 stacks are sea-facing, accounting for 373 of the 515 units, or about 72% of the development. The remaining five stacks look inland over the low-rise landed estate on the Bayshore Road side, accounting for 142 units.
Facing and view are two different things here, and the distinction is worth understanding before you pick a stack. A sea-facing stack has the sea in its line of sight, but the outlook only clears the surrounding low-rise buildings from Level 11 upward. That threshold splits the development almost in half: 271 units sit in sea-facing stacks on Level 11 and above, roughly 53% of the project, while the other 244 units look out over the landed estate, the pool deck, or the immediate surroundings.

Level 11 is the line. Every unit in a sea-facing stack from Level 11 to the top of its stack has the sea view; every unit below it does not, regardless of which stack it is in. Because the stacks start at different floors (some run from Level 01, some from Level 03, and the Block 1 stacks around the pool deck start at Level 05), the count works out at 21 sea-view units in most of the 13 sea-facing stacks, and 20 in the three that top out at Level 30 without a penthouse above them.
Adding the two penthouses at Level 31, that gives 271 sea-view units across the development. The 244 units without it break down as 144 units sitting below Level 11 in any stack, plus 100 units on Level 11 and above in the five inland-facing stacks.
The site’s southern boundary runs along the East Coast Parkway, with East Coast Park and the sea directly beyond. That expressway reservation is the reason the sea-facing stacks have an open outlook: nothing can be built on it. The trade-off is the obvious one, an expressway immediately below the sea-facing side of the development, which is worth assessing in person from an upper floor rather than from a floor plan. It is also the same corridor the precinct’s planned landscaped bridge will cross to connect Bayshore residents directly into East Coast Park on foot.
Three stacks, 10, 11 and 12 in Block 3, are classified as pool and sea facing: they look down over the Vela Pool and the landscaped Bay Coast deck between the two towers and out to the sea beyond it. Stack 02 in Block 1 is pool-facing without the sea component. The pool sits between the two blocks rather than at the perimeter, so these stacks get an internal, landscaped foreground rather than a road or a neighbouring facade, which is a genuinely different outlook from either the pure sea stacks or the inland-facing ones.

Nine bedroom configurations, twenty unit types, and one threshold that changes everything
Vela Bay offers nine bedroom configurations across twenty distinct unit types, running from 484 sqft for the single 1 Bedroom + Study line up to 1,765 sqft for the two penthouses at Level 31. Sixteen of the 18 stacks carry exactly one unit type from their lowest floor to their highest, so for those the type you choose and the stack you choose are the same decision. Stacks 05 and 10 change to the two penthouses at Level 31.
The single most useful thing to know before reading the tables below: 3 Bedroom Premium is where the specification genuinely changes. That is the point at which a Household Shelter, a separate yard, a second WC, a gas hob and separate washer and dryer appliances all arrive together. Everything below that line is a more compact product, and everything above it steps up again at the private-lift types.

There is only one 1 Bedroom line at Vela Bay, running Block 1 #05-04 to #31-04, and it sits in a sea-facing stack rather than being tucked onto the inland side. At 45 sqm (484 sqft) including a 5 sqm balcony, it gives a 10.1 sqm Master Bedroom that takes a king bed, a 21.2 sqm combined living and dining zone with enough width for either a full sofa arrangement or a proper dining table, and a study drawn as a separate room rather than an open nook.
The Master Bath has two doors, one from the bedroom and one from the entry side, so a guest does not have to walk through the bedroom to reach it. Laundry here is a single combined washer-dryer unit rather than two separate appliances.

This is the detail most easily missed from a summary table. The standard 2 Bedroom types at Vela Bay carry a single Master Bath of around 5.3 sqm and no second bathroom. The design answer is a two-door Master Bath: one door opens off the Master Bedroom, the second opens off the living side, so it works as a common bathroom for the second bedroom and for guests without anyone crossing the master suite.
If a second full bathroom matters to you, the 2 Bedroom Premium types are the ones to look at, they add a Bath 2 for roughly another 86 to 97 sqft of floor area. All three standard 2 Bedroom types are identical in size at 55 sqm (592 sqft) including a 5 sqm balcony, and all three use a dumbell layout with the two bedrooms placed at opposite ends of the living and dining space.
All three are the same size and carry the same room list, so the differences come down to facing, common bedroom proportions, and kitchen shape. 2BR(A) in stack 11 faces the pool and the sea and has the largest common bedroom of the three at 9.2 sqm. 2BR(B) in stack 17 faces the landed estate and gets a longer linear kitchen. 2BR(C) in stack 06 faces the sea, and uses the extra circulation to give a longer foyer for storage and a defined dining corner. Master Bedrooms run 11.1 to 11.2 sqm and living and dining areas 23.9 to 24 sqm across all three.

The four 2 Bedroom Premium types split into two sizes: 64 sqm (689 sqft) for types A and B, and 63 sqm (678 sqft) for types C and D, each including a 5 sqm balcony. All four add a Bath 2 of around 3.9 to 4 sqm alongside the Master Bath, and all four keep the dumbell layout with a common bedroom of roughly 9.1 to 9.2 sqm.
2BR P(A), the show unit for this tier, is the widest of the four through the kitchen and dining zone at 29.2 sqm of living and dining, with enough kitchen width to add an island top. 2BR P(B) is the landed-facing variant at 28.9 sqm with a wide dining area. 2BR P(C) and 2BR P(D) both use an enclose-able galley kitchen, with (C) getting a longer foyer and extra dining-area storage at 27.9 sqm, and (D) a more compact dining corner at 23.2 sqm with additional foyer storage.

All three standard 3 Bedroom types run 82 to 83 sqm (883 to 893 sqft) including a 6 sqm balcony, with a Master Bath and a Bath 2, and no yard, WC or Household Shelter. Within that, 3BR(C) in stack 12 is the standout on space efficiency: an enclose-able L-shaped kitchen and a dumbell layout free up 35.8 sqm of living and dining, against 30.7 sqm for 3BR(A) and 30.1 sqm for 3BR(B), from essentially the same floor area.
3BR(B) in stack 18 is the corner unit of the group at 893 sqft, and its kitchen has a window and glass panel for natural light, unusual for a kitchen at this size band. 3BR(A) in stack 02 faces the pool and uses an enclose-able galley kitchen. Common bedrooms run 9.1 to 9.4 sqm across the three, and Master Bedrooms 12.4 to 13.6 sqm, with 3BR(B) holding the largest Master Bedroom in the standard 3 Bedroom group.

All three 3 Bedroom Premium types are 96 sqm (1,033 sqft) including a 7 sqm balcony, and all three carry the same step-up package: a fully enclosed kitchen with a window and glass panel, a separate yard of 8.8 to 9.8 sqm, a standalone WC of about 1.7 sqm off the yard, and a Household Shelter of about 3.9 sqm. None of the 1 Bedroom, 2 Bedroom, 2 Bedroom Premium or standard 3 Bedroom types has any of these.
The three differ mainly by facing and foyer treatment. 3BR P(A) in stack 01 faces the landed estate with a wide foyer for storage and privacy at the entry. 3BR P(B) in stack 03 is the show unit and faces the sea, with 33.3 sqm of living and dining. 3BR P(C) in stack 13 also faces the sea, with the longest foyer of the three and 34.3 sqm of living and dining. Master Bedrooms are 12.4 sqm across all three.
4 Bedroom (Types 4BR(A), 4BR(B))

Both standard 4 Bedroom types give four bedrooms served by two full bathrooms, a Master Bath of around 5.3 to 5.4 sqm and a Bath 2 of around 4.1 to 4.2 sqm, plus a separate WC of about 1.7 sqm off the yard. There is no third full bathroom at this tier. For a household of four or more sharing three bedrooms between two bathrooms, that is worth working through before committing, and it is the clearest practical reason to compare these against the 4 Bedroom Private Lift type, which adds a Bath 3.
What you do get is scale in the living space: 38.8 to 38.9 sqm of living and dining, the largest of any non-private-lift type here, sized for a longer dining table. Both are corner units, both face the sea, both include a Yard of 8.3 sqm, a Household Shelter of 4 to 4.1 sqm, and an enclosed kitchen with a window and glass panel. At 109 sqm (1,173 sqft) including a 7 sqm balcony they are identical in area, differing only by block and orientation, with Master Bedrooms of 11.8 sqm and common bedrooms of 9.1 to 9.3 sqm.
4 Bedroom with Private Lift (Type 4BR PL)

4BR PL is 128 sqm (1,378 sqft), including an 8 sqm balcony and a 4 sqm private lift lobby, running Block 3 #05-10 to #30-10 in the pool and sea facing corner stack. It is the entry point into the private-lift tier and adds three things the standard 4 Bedroom does not have: a private lift opening into your own lobby, a wet and dry kitchen split with an 18 sqm wet kitchen and a 3.8 sqm dry kitchen, and a Bath 3 of 5.4 sqm sitting between Bedrooms 3 and 4, so every bedroom has direct bathroom access.
The Master Bedroom is 14 sqm with a 5.9 sqm Master Bath, common bedrooms run 9.1 to 9.3 sqm, and living and dining comes to 35.9 sqm with a 7.9 sqm balcony. Yard, WC and Household Shelter are all present, and a rear service door off the yard gives a second entry point separate from the private lift lobby.
5 Bedroom with Private Lift (Type 5BR PL)

5BR PL is the largest standard unit type at Vela Bay, 147 sqm (1,582 sqft) including an 8 sqm balcony and a 4 sqm private lift lobby, and it is one of the three show units. It runs Block 1 #05-05 to #30-05 in a fully sea-facing stack, with Penthouse 1 sitting directly above it at Level 31.
The bathroom count keeps pace with the bedroom count better than most 5 Bedroom layouts. The Master Bedroom is 16.2 sqm with a walk-in wardrobe and a 5.8 sqm ensuite Master Bath. A separate Junior Master Bedroom of 9.8 sqm has its own ensuite Junior Master Bath of 4.4 sqm, and sits at the opposite end of the dumbell plan from the master suite. Three further bedrooms of 11.1, 9.1 and 9.1 sqm share Bath 3 and Bath 4 between them, and there is a fifth WC off the yard, four full bathrooms plus a WC across five bedrooms.
The kitchen is split wet and dry, with a 20.1 sqm wet kitchen and a 4.5 sqm dry kitchen, and living and dining comes to 35.3 sqm with an 8.1 sqm balcony. Yard, WC and Household Shelter are all included, along with the rear service door found on the private-lift types.

Vela Bay has exactly two penthouses, one at the top of each tower, both on Level 31 and both 164 sqm (1,765 sqft) including a 12 sqm balcony and a 4 sqm private lift lobby. They are single-storey units sitting on the top floor of their respective stacks, not two-level layouts.
Both carry five bedrooms with a Master Bedroom and an ensuite Junior Master Bedroom, four full bathrooms plus a yard WC, a private lift, an L-shaped wet kitchen, a dry kitchen with an island top, and a Household Shelter. The difference between them is scale and facing. PH1 in Block 1 sits above the 5 Bedroom Private Lift stack, faces the sea, has the larger Junior Master Bedroom at 12.7 sqm, and gives 46.1 sqm of living and dining. PH2 in Block 3 sits above the 4 Bedroom Private Lift stack, faces the pool and sea, has the larger Master Bedroom at 16.7 sqm with a concealed wardrobe, and gives 49.6 sqm of living and dining, the largest single living space in the development.
A Household Shelter is provided in the 3 Bedroom Premium, 4 Bedroom, 4 Bedroom Private Lift, 5 Bedroom Private Lift and Penthouse types, and in none of the others. That works out at 204 of the 515 units with a Household Shelter and 311 without. The 1 Bedroom + Study, all three 2 Bedroom types, all four 2 Bedroom Premium types and all three standard 3 Bedroom types are built without one.
The same threshold governs the yard and the second WC: both appear for the first time at 3 Bedroom Premium and continue upward from there. If you are used to treating a Household Shelter as standard-issue storage in a Singapore condominium, this is the specific thing to check against the unit type you are considering.
Eight units sit on the first storey, and each is a PES variant of its stack’s standard type, meaning the balcony is replaced by a Private Enclosed Space at ground level. They are #01-01 (3BR P(A)), #01-09 (4BR(A)), #01-11 (2BR(A)), #01-12 (3BR(C)), #01-13 (3BR P(C)), #01-14 (2BR P(C)), #01-15 (4BR(B)) and #01-18 (3BR(B)). Stated floor area is unchanged from the standard variant, and the room list is the same; what changes is that the outdoor space sits at grade rather than cantilevered, with no sea view from that level.
Three unit types are built as show units: 2BR P(A) at 689 sqft, 3BR P(B) at 1,033 sqft, and 5BR PL at 1,582 sqft. Between them they cover the three decision points in the range, the compact two-bedder with a second bathroom, the first type with a yard, WC and Household Shelter, and the private-lift tier with a wet and dry kitchen split. Each was fitted out by a different interior designer: Sujonohun for the 2 Bedroom Premium, Cynosure Design for the 3 Bedroom Premium, and Axis ID for the 5 Bedroom Private Lift.

Miele, Smeg, Geberit, Newform and Blanco, with the package stepping up three times
Vela Bay fits Miele cooking appliances and Smeg laundry and refrigeration across every unit type, with Geberit sanitaryware, Newform tapware from Italy, and Blanco kitchen sinks and mixers. What changes by unit type is the specification within those brands, and it changes at three clear points: at the standard 3 Bedroom, again at 3 Bedroom Premium, and again at the private-lift types.

The Bayshore Road parcel that Vela Bay sits on was the first private housing Government Land Sales site released in the Bayshore precinct. Its tender closed on 18 March 2025 and drew eight bids. The SingHaiyi-led joint venture submitted the top bid of $658.89 million, working out to $1,388 per square foot per plot ratio.

TEL Stage 5 adds two stations east of Bayshore, Bedok South (TE30) and Sungei Bedok (TE31/DT37), targeted to open in the second half of 2026. Both are built and under systems testing. Sungei Bedok will be a Downtown Line interchange, putting a second rail line two stops from Vela Bay.
TEL extension to Changi Airport (TELe): conversion works on three existing East-West Line stations (Tanah Merah, Expo, Changi Airport) set to begin Q3 2026. The 14km extension, which will include a new station at the future Changi Terminal 5, is targeted for the mid-2030s.
Founders’ Memorial station on the TEL, between Tanjong Rhu and Gardens by the Bay, is scheduled for 2028.
Bedok South station is planned as a future Integrated Transport Hub with an attached bus interchange.
BAYSHORE PRECINCT PLANS (confirmed and under way):
60-hectare precinct planned for roughly 10,000 homes: about 7,000 public housing and about 3,000 private.

Long Island: long-range coastal protection concept involving potential reclamation of about 800 hectares off the East Coast, a new freshwater reservoir, and coastal and reservoir parks. Still at feasibility study stage; no construction contract, no confirmed design, no completion date. Discussed as spanning two to three decades from around 2030 onward.
Paya Lebar Air Base: due to relocate in the 2030s, freeing land for an estimated 150,000 new public and private homes over subsequent decades. Planning intention, no fixed delivery date.
Kallang Alive masterplan: Kallang sports recreation precinct to be redeveloped into an integrated sports, training and lifestyle hub, including a planned 18,000-seat indoor arena and the relocation of the Singapore Sports School.
